Starting the day in second place in the group, Serbia needed just one point to qualify, even if Montenegro won in Budapest.
Although Serbia took an early lead through a former Spurs Milos Veljkovic header in the 16th minute, Bulgaria staged a comeback in the second half thanks to goals from Georgi Rusev and Kiril Despodov.
There was a moment of concern for the Serbians when Montenegro went in front against Hungary, and Bulgaria led Serbia 2-1.
However, Serbia's defender Srdan Babic's equaliser in the 82nd minute ensured they secured qualification.
Hungary topped Group G with 18 points, Serbia secured the second spot with 14 points, and Montenegro finished third with 11 points.
